We used an envelope to trace tiangles across the paper. Where the lines intersect draw a circle about 1 inch in diameter. 

I used a needle punch tool to make a hole in the dowel rod and then drove a pin thru the paper and the dowel. I used a wire clip to bend the sharp end of the pin 90 degrees and taped in to the dowel rod.
On the left is a piece of 12/12 paper and on the right is 6/6
